It\r\ndefines a new RTCP Extended Report (XR) block for periodic ECN\r\nfeedback, a new RTCP transport feedback message for timely reporting\r\nof congestion events, and a Session Traversal Utilities for NAT\r\n(STUN) extension used in the optional initialisation method using\r\nInteractive Connectivity Establishment (ICE). Signalling and\r\nprocedures for negotiation of capabilities and initialisation methods\r\nare also defined.
