vice" attack to disrupt the consensus-driven process. Regrettably, as these bad
faith attacks become more common, the IETF needs to establish a practice that re
duces or eliminates these attacks. This memo recommends such a practice for use

nd more of our actions are now indistinguishable from voting, and quite often we
are letting the majority win the day without consideration of minority concerns

sensus, how we have gotten away from it, how we might think about it differently
